In accordance with the concession agreements, NS and ProRail have informed the State Secretary about their performance in the first half of 2019. According to van Veldhoven - Van der Meer, NS and ProRail provide an interim picture of the implementation of the transport and management plan for 2019 in the half-year reports. The half-year reports of both NS and PRORAIL show that they performed well in the first half of 2019.

NS's half-year report shows that in the first half of 2019, NS scores above all floor performance indicators on all 12 performance indicators and above the 2019 target values ​​on ten indicators. 

For example, 88% of travelers give NS a mark of 7 or higher, the seat plate probability during peak hours on the main rail network is 95,0% and on the HSL South 96,9% .2 In the first half of 2018, these figures were resp. 84%, 95,5% and 93,7%.

Since more and more people want to travel by train, the chance of a seat decreases with the same capacity. To maintain or increase the seating probability, NS wants to expand its capacity, use more and longer trains and make better use of rail capacity. 

At the same time, NS is also requesting help from the government to expand the rail capacity (eg through a better security system, longer platforms, a better electricity supply or by more stabling areas).
