Last June, the Mobility Alliance published the Delta Plan 2030 mobility plan, high time for mobility. In it, the Mobility Alliance describes what it believes should be done to keep the Netherlands accessible in the future. In a letter to the Lower House, Minister C. van Nieuwenhuizen Wijbenga responds to the Delta Plan, as promised in the AO MIRT of 12 June.

In addition, she informs about the state of affairs regarding the pilots for alternative forms of transport and payment. In this respect, the Mobility Alliance is an important partner with whom we like to work together on a safe, robust and sustainable mobility plan.

“The Delta Plan contains a total package of investment proposals for infrastructure construction. The Minister shares the Mobility Alliance's view that investing in mobility is necessary. Her Ministry is also working hard on this. In the coalition agreement, for example, 2 billion euros were made available for catching up in the construction of infrastructure and an extra 100 million euros were added annually", Said a response of the Minister in her letter to the House.

The government is not in favor of road pricing

De Mobility Alliance advocates a pay-as-you-go system. However, the Cabinet is not in favor of a form of road pricing or a kilometer charge for passenger traffic. As mentioned in the parliamentary letter to the Climate Agreement, the cabinet is investigating a number of variants from payment to use and is preparing where possible or necessary. This is for the formation of a subsequent cabinet. The introduction of the new system will be involved in the already planned tax reform in 2025.

An important perspective in the exploration of alternative funding forms is to determine who benefits from investments in the mobility plan and who can contribute to the funding of mobility solutions. The study group expects to publish results in the spring of 2020.
