Due to the corona measures, it is not always possible to arrange all documents or permits in time. Taxi drivers need a valid driver's license and a medical certificate to renew the driver card for the Onboard Computer Taxi (BCT card). Aspiring drivers who want to convert their work-learning path card to a BCT card must have a taxi diploma. 

These drivers may be eligible for a letter from the inspection of living environment and transport (ILT), which states that they may still perform taxi work without a BCT card. Minister Van Nieuwenhuizen has given the ILT an indication for this.

non-enforcement letter

In some cases, the ILT sends non-enforcement letters to taxi drivers. Despite the absence or expiration of the BCT card, these drivers are allowed to perform taxi activities with this letter. They must then log in with their BSN number, keep a manual registration of driving and rest times and keep a trip registration. The KNV's journey list meets both requirements. They must always have the non-enforcement letter (and, if applicable, the expired BCT card) with them. The ILT will provisionally issue the non-enforcement letters until June 1; they are valid until September 1, 2020 at the latest.

who is eligible?

The following taxi drivers are eligible for a non-enforcement letter:

  • Taxi drivers who already have a BCT card (G3) that expires and cannot be renewed due to the lack of a medical certificate or a valid driver's license (expired)
  • Taxi drivers who have an LWT card (learning-work path) that cannot be converted to a BCT card by canceling the CBR exam
  • Applicants for an LWT card (apprenticeship program) who have all the necessary equipment, except for a planned date of the CBR exam for the taxi diploma

who is not eligible?

The following taxi drivers are coming cannot eligible for a non-enforcement letter:

  • Applicants who already have a taxi diploma and who (again) make an initial application for a BCT card. For example, returners or drivers who have renewed late
  • Starting taxi drivers without a professional diploma who make an initial application for a BCT card
  • Drivers who applied for a replacement card before March 16 when no restrictive corona measures were in place
