Now that the lockdown is being eased further, more and more target group transport is starting up again. However, it is not yet ready to completely stop the continuity contribution for target group transport. The Minister of VWS wrote this to the House in a letter.

The VNG and the minister call municipalities therefore consult with the carriers in their region to make agreements for the period up to 1 September based on local customization that maintain the target group transport network. The generic call for payment in accordance with fixed percentages will therefore lapse.

Maintaining the network is a shared interest to which a contribution can be expected from all municipalities. If one municipality does not participate, this can have direct consequences for the continuity of transport in other municipalities.

compensation for additional costs

It has been agreed that the government will reimburse the additional costs that result directly from the government's corona measures and following the RIVM measures. This also applies to transport under the Wmo and Jeugdwet. It has been agreed that central government will compensate municipalities for the additional costs that they pay to their providers. This agreement is valid until the end of 2020.

It has also been agreed that the government, the VNG, clients and transporters will continue to consult each other in the coming months. For example, the VNG is looking at what is necessary to maintain the provision of target group transport, geared to the new reality, as an important link in the continuity of care and support. The VNG also monitors the progress and effects of the agreements together.
