The Municipality of The Hague wants to be well-informed about drawing up the schedule of requirements for a European Tender for Electric Taxi Transport. Today, the market consultation was held to give the municipality more insight into the possibilities of the market when it comes to zero emissions and the need of the municipality of The Hague for taxi transport.

The ultimate goal of the market consultation is to gain insight into how the tender can be organized to make the contract attractive and accessible. The main conclusions can be found shortly in the tender documents. Obviously, this will not include potentially competition-sensitive information.

The Municipality of The Hague has the objective to purchase lawfully and efficiently. The Hague also checks its purchases to policy objectives on sustainability, innovation, social return and accessibility for SMEs.  The market consultation is intended from potential candidates or interested parties of course not part of the tender procedure. The municipality of The Hague does not currently have a framework agreement for all services taxi transportation. This includes individual taxi rides and transport that is purchased for employees who are (temporarily) unable to independently come to work and / or another work-related destination.

A second reason for proceeding with the tender is the fact that The Hague has taken the initiative for a letter of intent in the context of the Air Quality Action Plan 2018 "Clean Taxi transport". Local institutions, hotels and companies are increasingly ordering zero-emission taxis and taxi carriers are increasingly offering zero-emission taxi rides.

The municipality is considering making the zero emission targets mandatory within six months. This means that a vehicle has no polluting emissions at the exhaust. This is therefore calculated from energy storage in the vehicle to the drive (called Tank-to-Wheel). In practice, this means that a ZE vehicle or battery is electrically or hydrogen powered.

Rotterdam leader in purchasing ZE transport

Just before the corona crisis struck, Rotterdam preceded the Municipality of The Hague with the same objectives. Mama Taxi, one of the first zero emission companies in Rotterdam, went to work with the agreement. In Rotterdam Mama Taxi uses Pitane Mobility software for booking taxi transport via the Intranet of the municipality. The municipality of The Hague wants to request the same method through a European tender.
