You have to wait far too long for a government test. It can easily take up to 72 hours before your turn and knowing the results. So you have to arrange a private test and that immediately costs the main prize.

Depending on the flight, you can continue without showing a passport or test result. Nevertheless, according to the responsible Minister Cora van Nieuwenhuizen (infrastructure) foreigners can be returned without a negative test report enter the country. Yet that is much more difficult in practice than expected.
