Minister Van Nieuwenhuizen will make a new leniency arrangement whereby driving licenses that expire between 1 December 2020 and 1 March 2021 remain valid until 1 March. People with that driving license remain insured and will not be fined if they are held up until the period that the leniency scheme applies. The same leniency applies to all professional drivers whose code 95 expires in the period between December 1, 2020 and March 1, 2021.

The scheme also applies to Europeans residing in the Netherlands with an expired driving license from another Member State. The temporary arrangement only applies to driving within the Netherlands. A European regulation is in the making. When it comes into effect, the European scheme will replace this national leniency scheme. The expired driving license does not serve as a means of identification, with the exception of situations where there is a decrease in care.

Extra extension of theory exams

There is also an extension of the leniency with regard to the validity of, among other things, theoretical driving skills exams and the partial exams for obtaining a certificate of professional competence. Exams that expire between October 1 and January 1, 2021 remain valid until October 1, 2021. This also applies to the practical vehicle control exams that expired between October 1, 2020 and January 1. The national government reports this on them website.
