Minister Ferd Grapperhaus of Justice and Security says that maintaining order lies with the police and not with the supporters who want to assist the police to protect their city. Grapperhaus appreciates it when concerned citizens speak out against the riots and looting that took place in recent days. Agreements were made with football supporters that they can express their opinions and protect property until 21.00 p.m., but after that the curfew really applies to everyone. The task of law enforcement lies with the police and the military police.

Fearing new riots, several municipalities issued an emergency ordinance or order last Tuesday and / or designated places as security risk areas. In case of an emergency order, the authorities in a certain area can take more stringent action against specific people than what is permitted by ordinary law. The emergency ordinance, which looks like an emergency warrant, goes one step further, because it again means: stricter action by authorities than the ordinary law prescribes, to prevent or resolve unrest. One difference is that an emergency ordinance is announced in advance when the authorities anticipate the problems in advance.

For example, the entire municipality of Eindhoven has been designated a safety risk area due to the ongoing unrest after the curfew, the municipality reports on Tuesday evening. The measure is in effect until February 9. This means that officers will be allowed to carry out preventive searches in the near future. On Sunday, a water cannon and tear gas had to be deployed in the city.
