It is possible to respond to the bill to impose a quarantine obligation on travelers entering the Netherlands from high-risk areas. This is one of the measures that the cabinet is taking to counteract the risk of the virus spreading due to the arrival of new, rapidly spreading virus mutations as much as possible. Research has shown that travelers do not adhere to the quarantine rules. Other countries in Europe also have such a quarantine obligation.

The proposal states that the quarantine will in principle last ten days and applies to all travelers from the designated areas, regardless of the means of transport they enter the Netherlands. If travelers have a negative test result from the fifth day after entry, the restrictive measure will be lifted. In order to be able to monitor the quarantine obligation, travelers will soon have to have a statement with them before they come to the Netherlands, which includes travel and contact details. Supervision and enforcement of the possession of the certificate and compliance with the quarantine obligation are currently being further elaborated. Travelers must in any case provide suitable quarantine accommodation themselves.

Until Friday 12 March, anyone who wishes to do so can read and comment on the draft law via internetconsultatie.nl. The cabinet is also asking various bodies such as the Dutch Data Protection Authority, the Netherlands Institute for Human Rights and the Association of Netherlands Municipalities for advice. All comments are then processed as well as possible before the Council of State considers the bill. The bill will then go to the House of Representatives and the Senate before the law can enter into force.
