The Centraal Bureau Rijvaardigheidsbewijzen (CBR) will start on 28 April by catching up on the 400.000 theory exams that could not be taken since 15 December due to strict corona measures. “We have been able to take the practical exams since March, but the theory was still missing,” says a spokesperson.

Tuesday night at the corona press conference, easing measures were announced from April 28, of which this one is. “We are very happy that we can get back to work”, the CBR says, because the backlogs are “enormous”. “We have been conducting practical exams since March, but there too we are behind by 300.000 exams. We did not catch up on that, ”said the spokesman. In total, the agency has to get rid of a backlog of 700.000 exams.

To do that safely, “our target group is about the last to be vaccinated”, measures have been taken “for them and our colleagues”, said the spokeswoman. Theory exams are taken with 24 people at the same time, “a much smaller group than before”. Mudguards have been installed and the ventilation has been adjusted.

Success rate

Scheduling the theory exams is just like catching up with the practical exams. “Those whose exams have been postponed earlier can book a seat before 1 August. We have reserved capacity for this. ” Then it is the turn of new exam candidates.

The CBR has made a plan to stem the enormous queues, starting with its own employees. “We recruit new people, work over and over on weekends. But that will not be enough. ” That is why the industry has been asked to schedule fewer exams, because “of the 300.000 half falls and that is a huge waste”. The success rate must therefore increase, something the CBR will pay attention to from May. If those measures do not cut waiting times, "we must invent unorthodox ways." This includes abolishing the mid-term test and the fear of failure exam, and raising the age to drive from 17 to 18 years. "But nobody wants that."
