Regulators in European countries that enforce road transport must have equipment to read smart tachographs remotely from mid-July 2024. In anticipation of this, the Human Environment and Transport Inspectorate (ILT) is currently testing various systems for this. With this, the ILT is taking the next step in tackling tachograph fraud. Since June 2019, new vehicles subject to tachographs are equipped with a smart tachograph, which registers the driving and rest times of the driver. Existing trucks and buses must have this from December 2024. To be able to read the smart tachographs remotely, so-called Dedicated Short Range Communication (DSRC) equipment is required. This allows the ILT to assess roadside tachograph data without having to stop the vehicle.

The inspectors can see from a distance whether the registration of driving and rest times may be fraudulent. The DSRC device makes visible, for example, whether the tachograph registers driving time and whether a driver card is active. The advantage of this is that the ILT can select vehicles more specifically for an inspection. This increases the chance of offenders being caught, while the ILT can leave the drivers who adhere to the rules alone. As one of the first inspection services in Europe, the ILT now has access to three of these systems from different manufacturers.

The Inspectorate wants to gain experience with this form of supervision in 2021 and will compare the properties of the systems during the trial period. In addition, the inspectors investigate which data read out by the DSRC device is relevant for the selection of vehicles for an inspection. ILT supervision focuses on fair and safe road transport. The ILT structurally enforces the rules for driving and rest times, among other things, with the aim of: combating unfair competition in the transport sector, guaranteeing the safety, health and welfare of drivers and the safety of other road users. If inspectors receive information about suspected violations from the DSRC equipment during the trial, action will be taken. This reports the inspection of living environment and transport.
