Since the corona pandemic, measures have been taken against the corona virus in healthcare transport and student transport and taxi transport for consumers and companies. In order to make this happen safely, the trade association Royal Dutch Transport (KNV), together with FNV and CNV, drew up protocols. Since 5 November, the sector protocols for taxi transport, care and student transport have been adjusted. The parties made use of advice from, among others, the RIVM, the Netherlands Disability Care Association (VGN) and client organisations.

In the Protocols working group (transporters and trade unions), we have reached agreement on the following adjustments to the transport protocols. These changes have an effective date of 1 January 2022 or as much earlier as is possible in the implementation. In mid-January 2022, the working group will reconsider the content of the protocols in response to possible adjustments to measures by the cabinet on 14 January 2022.

The most important changes result from the additional RIVM advice of 15 December on the reintroduction of the occupancy rate to 2/3. We were already aware of this measure in the protocols of June 2021. The sector has therefore made use of the texts as included in the protocols at the time. In addition, there are some smaller changes that they had 'saved up' and which are now included. These concern the snot bubble policy in the context of student transport.

care and student transport

For care transport, an occupancy rate of 2/3 applies for group transport for the elderly and people with intellectual disabilities, in accordance with the additional RIVM advice. This provision about 2/3 occupancy does not apply to situations in which passengers come from the same residential setting (family, living group). There are no changes in the occupancy rate for student transport. Even 4-12 year olds with cold complaints can still participate in a negative self-test (following a cabinet decision of 3 December).
