The municipality of Amsterdam has recently been working on the further elaboration of the 'Agenda Taxi 2020-2025', which has resulted in the 'Amsterdam Taxi Approach'. Although many matters concerning the proposed policy plan have not yet crystallized, it is clear, according to KNV, that the level playing field in the boarding and delivery market cannot legally be achieved through the current Passenger Transport Act 2000.

Amsterdam has chosen to achieve this level playing field by abolishing the TTO system. This means that no additional quality rules apply to the Amsterdam boarding market and that only the national legal rules for taxis apply. A separate exemption is still required for the use of the tram or bus lane. The municipality wants the changes to come into effect in the fourth quarter of 2022.

Passenger Transport Act 2000

The Passenger Transport Act 2000 is a Dutch law with provisions on city and regional transport, private bus transport (including day trips) and taxi transport in the Netherlands. In this law a number of provisions for the traveler have been included. These prescribe what the traveler must adhere to when traveling by public transport.

Amsterdam is also taking steps in the field of zero-emission taxi transport. Based on the 'Clean Taxis' covenant from 2016, taxis, both new and existing, in the inner ring of Amsterdam must be emission-free from 1 January 2025. There is an exception for wheelchair buses. The trade association is still in consultation about what these steps mean for healthcare transport KNV and the municipality.
