All moped riders and any passengers are required to wear a helmet from 1 January 2023. This is expected to decrease the number of road deaths and road injuries among light moped riders. A moped can drive a maximum of 25 kilometers per hour and can be recognized by a blue number plate. 

Moped riders have six months to make a choice that suits their moped. As of January 1, 2023, wearing an approved moped/motorcycle helmet or an approved speed pedelec helmet on a moped is required by law everywhere in the Netherlands and you can be fined €100 for not wearing a helmet.

An approved moped/motorcycle helmet can be recognized by a circle with the capital letter E in it. After the E is a number, and each number represents an EU country. In the Netherlands, approved helmets are given the number 4. An approved speed pedelec helmet is marked in accordance with NTA 8776:2016.

Moped rider unchanged on bicycle path
Moped riders are now allowed to ride on the bike path. Even after January 1, 2023, moped riders will continue to ride on bicycle paths. Until then, a helmet is only mandatory in places where the moped is moved to the roadway. In Amsterdam and Utrecht moped riders have to enter the road (there is already a helmet requirement). And the other rules for moped riders will not change either. The maximum speed of 25 kilometers per hour will also remain, according to the National government.
