An investigation by the Labor Inspectorate is currently underway at an airline that has deployed about 60 trainees as stewards.

Reports of underpayment, illegal employment and fair work dominate in sectors such as hospitality, employment agencies and financial support. We see a substantial proportion of violations of the Working Conditions Act in transport and logistics and business services. An investigation by the Labor Inspectorate is currently underway at an airline that used about 2022 trainees as stewards in the high season of 60.

Based on a few reports, the question is currently being examined whether these trainees have actually been deployed as such, in accordance with the requirements and supervision applicable to traineeships, as a fully-fledged worker. The remuneration and working hours are also shown. This study will be completed in early 2023. The investigation revealed in addition to the ongoing trajectory focused on physical strain in baggage handling.

All reports received by the Labor Inspectorate are weighed, and further follow-up is then determined based on factors such as the seriousness of the violation, the seriousness of the risk, the urgency of the report and the position of the reporter.

The cabin crew union has issued a report about the unfavorable working conditions for cabin crew. The trade union indicated, among other things, that there is an overload of the musculoskeletal system because the room for movement of the personnel is not taken into account in the design of aircraft. An analysis is currently being carried out on the basis of documents obtained from an airline company.

A report has also been made to the Labor Inspectorate about employees and trainees who assist with passenger transport in caddies. It's about physical strain and the lack of tools. The Inspectorate will carry out an ergonomic analysis and will decide on the next step based on this.

As part of a project initiated at the beginning of this year, inspections of air cargo transport were recently carried out at Schiphol together with the Human Environment and Transport Inspectorate (ILT). An important inspection subject in this respect is physical strain when loading and unloading cargo aircraft, but inspections have also been carried out for the risk of collision and other subjects related to the design of a safe workplace.

Statements by Schiphol security officers have been published in the media about undesirable behavior and a culture of fear when it comes to reporting. In the Dutch Working Conditions Survey, the security sector scores the worst of all sectors on internal undesirable behaviour. An orientation is now underway within the Inspectorate that may lead to an active project in the security sector. The project will focus on all security companies, and not specifically on Schiphol.

In September 2022, the Labor Inspectorate received a report of transgressive behaviour. The investigation at the relevant employer is still ongoing. The Labor Inspectorate assesses this employer's policy for the prevention of internal undesirable behavior as required under the Working Conditions Act (RI&E and Action Plan based on a proper analysis of risk factors for internal undesirable behaviour).
