The councilor paints a picture of the current situation in the Rotterdam taxi market: rides that are too expensive, drivers who refuse to drive on the meter, which is often cheaper, and a lack of enforcement. Karremans emphasizes the importance of the taxi as a valuable part of urban transport, but acknowledges that too much is currently going wrong.

One of the core measures being introduced is the establishment of a central Rotterdam taxi counter for complaints handling. This step is intended to improve communication between customers and the taxi service. Every taxi driver will be required to place a visible sticker with a QR code in his or her vehicle, which refers directly to the counter.
