The traveler can return to public transport during off-peak hours. That's what Rover says in an exit plan. Rover advocates step-by-step easing to return public transport to normal in a safe way. Next week, the public transport passenger has been in a 'lockdown' for exactly three months, because where society is starting to move again, people without a car are requested to postpone all their unnecessary journeys or to perform within cycling distance.

Since then, public transport has been less than 30% occupied. Necessary, says Rover director Freek Bos: “Currently, public transport may be filled for 40%, which is not even achieved in normal circumstances during off-peak hours". In the exit plan 'From avoidance to spreading', Rover challenges the government and transport companies to fill public transport by 40% during off-peak hours and to encourage rush hour avoidance. To make the off-peak hours even more attractive, transport companies could offer (extra) discounts at quiet times and at the edges of rush hours.

In addition, Rover wants all corona restrictions in public transport to be removed by means of step-by-step easing. For example, the bicycle ticket and the group travel discount could also return on the train. The speed of easing should be determined by developments in the corona virus. "It is high time to also offer the public transport passenger a dot on the horizon”Says Freek Bos.
