The national government writes that since December 22, 2021, 0.01 a.m. new rules apply to travelers from outside the EU/Schengen. They must always carry a negative test result with them. Travelers from very high-risk areas must always be quarantined. These rules also apply to travelers with a vaccination certificate or a recovery certificate.

Testing obligation for all travelers from outside the EU/Schengen 

Since December 22, 2021 at 0.01 am, travelers from countries outside the EU/Schengen are only allowed to travel to the Netherlands if they have a negative test result with them. This also applies to travelers with a vaccination certificate or recovery certificate. The test proof is from a NAAT/PCR test of up to 48 hours old before departure or an antigen test of up to 24 hours old before departure. 

Travelers from very high-risk areas are always quarantined

Since December 22, 2021 at 0.01 am, travelers with a recovery certificate or a vaccination certificate are also required to quarantine for 10 days if they come from a very high-risk area. This quarantine period can be shortened with a negative test at the GGD on day 5 of the quarantine. 

Other exceptions to the quarantine obligation and the test obligation remain

The other exceptions to the quarantine obligation continue to exist. This also applies to the other exceptions to the test requirement. There are, for example, exceptions to the test requirement for children under 12 years of age and for transport personnel. 

New entry rules do not apply to travelers from EU/Schengen countries and the Caribbean parts of the Kingdom

The new entry rules do not apply to travelers from:

  • countries belonging to the EU/Schengen;
  • the Caribbean parts of the Kingdom:
  • the countries Aruba, Curaçao and Sint Maarten;
  • the 3 public bodies Bonaire, Sint Eustatius and Saba.
