To ensure that traffic nuisance in the summer and other nuisance in Scheveningen is further reduced, the Municipality of The Hague will continue the action plan in 2022. Together with residents, entrepreneurs, police, transport companies and other partners, the municipality started in 2021 to tackle problems in Scheveningen. The measures that were successfully implemented in 2021 will be continued and, if possible, improved. That is why the Municipal Executive of The Hague has decided that another action plan will be drawn up before 2022.

"Scheveningen is a beautiful village where more and more visitors come to recreate. Over the past few years we have fought to keep Scheveningen liveable for residents and visitors. So that everyone can walk safely on the street, without being bothered by peddlers that cause nuisance and are accessible to day trippers. We have already achieved a lot, but we are not there yet. In the coming years, we want to take that extra step for the quality of life in Scheveningen."

Action plan

Important components of the 2022 action plan are an expansion of the current parking referral system, continuation of the closure of the Strandweg (with retention of parking spaces) and extra parking capacity for shared scooters and bicycles. The use of new information systems also makes it possible to anticipate and respond better to busy periods. The municipality is also working on an app that makes it possible to find and reserve a parking space (remotely), and to arrange shared transport. This increases the number of available parking spaces around Scheveningen enormously (in steps until eventually – potentially – 10.000-15.000 spaces). As soon as the app is ready, the municipality will start an intensive communication campaign so that visitors can make optimal use of the facilities.

Hosts and enforcers

Measures that proved successful last year will be repeated next beach season. For example, they continue with the flexible deployment of enforcers and traffic controllers, the prevention of noise violations with the Noise Patrol and other enforcement actions. On warm days, hosts welcome visitors and provide information. At the same time, they keep an eye on things to prevent unwanted behaviour. Still under development is a Spatial Monitor that provides (real-time) insight into visitor flows and busy places. Improving the functionalities of the Spatial Monitor is part of the action plan for Scheveningen for 2022. The Nuisance Reporting Center Scheveningen will continue to exist and will be fully operational again next summer. Since January 2022, the Hotline has been part of the control room of the Enforcement Organisation.

Working group Safe and Liveable Scheveningen

The Safe and Liveable Scheveningen working group, which included 36 residents and entrepreneurs in the past year, played a crucial role in drawing up and implementing the action plan and regaining trust in 2021. The working group will be continued in 2022 and further expanded to include young people, groups of entrepreneurs and residents of neighborhoods that are not yet represented. In addition, new ways are being used to involve (wider groups of) stakeholders and to ask for their opinion or input municipality.
