New payment methods under the name OVPay are first tested on a small scale.

The current OV chip card will be renewed and new forms of payment will be added, such as checking in and out with a debit card, credit card or mobile. The Permanent Parliamentary Committee for I&W has been informed by the public transport companies about all developments on the basis of the public transport payment work programme. The new payment methods under the name OVPay are first tested and tested on a small scale and have been 'rolled out' per concession since 2021. The national introduction will take place when everything works smoothly and simply and to the satisfaction of the travelers.

one-off increase

Following a positive advice from consumer organisations, the NOVB has approved the pricing model for OVpay cards and services. In this model, the traveler pays according to use. Due to a one-off increase in the fare by 0,44%, the service costs of the new payment system are distributed fairly among the total group of travelers. The suggested retail prices for the new digital and physical OV chip cards will be €3,00 and €6,00 ​​respectively. The prices are lower than the current purchase price, which means that the total contribution of travelers to covering the costs of the payment system will decrease by approximately 13%. In addition, the traveler has the option of choosing to travel with bank cards and is therefore not obliged to purchase a new OV chip card. 

The NOVB also decided earlier that there will be no digital registration function to be able to use the OV chip card rate with a debit or credit card. Such a registration function is not user-friendly and does not fit in with the aim of making access to public transport even more accessible and attractive. Only when the new system has proven itself can the technology behind the current OV chip card be discontinued. This will be well communicated and facilitated so that travelers who still travel on the current OV chip card can easily switch to the new payment methods. According to the latest insights, the current OV chip card can still be used at the beginning of 2024. This is later than originally planned, but there are no disadvantages for travelers.
