Flemish minister Lydia Peeters has made every effort to restore the decision as soon as possible.
The recovery decision regarding the operating conditions of IBP has been published in the Belgian Official Gazette of 29 June 2023 (2023043316) and will enter into force immediately. One less worry for the Flemish government, which was faced with a considerable problem after a procedural error. Until a new version was approved, cities and municipalities could no longer issue new driver passes and permits.

On March 30, 2023, the Council of State had annulled the implementing decree of the Taxi Decree following a petition for annulment filed by the taxi sector itself. The decision was set aside on purely procedural grounds.
The National Group of Companies with Chauffeured Taxi and Location Vehicles provides advice to the sector for applying for a new taxi vehicle. “If necessary, also contact your municipality for the driver pass delivery, permits or others that you had already applied for GTL Taxi.
emergency solutions
GTL and the social partners wanted temporary emergency solutions quickly so that the current investments in cars could be exploited (hundreds of brand new vehicles that have been in the garages of the taxi companies since the beginning of April) and the taxi companies and (candidate) drivers can continue their activities normally.
In 2020, a new Taxi Decree came into effect, Flemish legislation that lays down the rules for taxis. However, the taxi sector itself was not pleased with the changes and went to the Council of State against the legislation. They won their battle: the decision was overturned.
