The government has decided, after consultation with the sector and security regions, that as of December 29, 2020 midnight airlines flying to the Netherlands from all areas where there is a high COVID risk - both inside and outside the EU, will be obliged to board all passengers before boarding. to controleren for the presence of a negative PCR test result. 

The PCR test must be taken no more than 72 hours before arrival in the Netherlands. If passengers do not have a negative PCR test result that meets the requirements, they are not allowed to board the aircraft. The exceptions to this obligation are published on Rijksoverheid.nl. Upon arrival in the Netherlands, teams from the relevant security regions will perform a random screening at the airport and ports in their region. To this end, an instruction is issued to the chairpersons of the security regions.

In the very short term, on the basis of the Temporary Act on Measures Covid-19, the cabinet will provide through a ministerial regulation that a provider of international public passenger transport by bus and train must require that travelers coming from abroad are in possession of of a negative PCR test result (PCR test taken up to 72 hours before arrival in the Netherlands). 

The government emphasizes once again that foreign travel at this time is only intended for those who have to move for necessary reasons and that the current quarantine rules will also continue to apply with this measure.
